API - Correct profile timestamp timezone conversion

API v2 now returns profile.created_at and profile.updated_at with the correct UTC conversion.

This fixes a timezone offset in profile timestamps that could cause values to be shifted by one hour while labelled as UTC. Developers consuming these fields should parse them as UTC and review any timezone-specific tests or compensating logic. No request or response schema changes are required.
